Cloud infrastructure is the hardware and software that supports cloud services: data-center servers, storage and network equipment, plus software that turns those assets into resources customers can configure over the internet. The stack has two layers.   • Management interfaces are used to monitor, configure and scale resources.

Cloud infrastructure versus cloud computing

Cloud infrastructure is the environment and components that host workloads. Cloud computing is the delivery of computing services over the internet, including processing, storage, databases, software applications and related capacity. An employee using cloud email or office software is consuming cloud computing. An engineering team creating virtual machines, network connections and persistent storage is working closer to the infrastructure layer.

Infrastructure as a service, or IaaS, is an example of this distinction. An organization rents compute, storage and networking on demand instead of purchasing and maintaining physical hardware.

Cloud infrastructure deployment models

The deployment model describes who uses the infrastructure and where workloads run.

  • Public cloud is a multi-tenant model in which multiple organizations share provider infrastructure.

In Eurostat's enterprise survey, cloud services have three characteristics: on-demand self-service, elasticity and payment. Self-service means users can request computing resources without human interaction with the provider. Elasticity means capacity can scale up or down as demand changes. Services may be paid per user, per use or in advance.

In the European Union, 52.74% of enterprises used paid cloud-computing services in 2025, according to Eurostat. That measures enterprise use of paid cloud services in the EU, not the global cloud-infrastructure market. Among EU enterprises buying those services, 85.15% used cloud email, 71.69% used office software, 71.53% stored files, and 28.18% bought cloud computing platforms to run their own business software applications.

Start with the workload, then identify the infrastructure needed to run it:

  1. Compute: the execution environment required and how demand changes.
  2. Storage: persistent-data volume, performance and availability requirements.
  3. Connectivity: the users, services and data sources that must communicate, and how traffic will be managed.

  5. Placement: whether the workload belongs in public, private, on-premises or hybrid infrastructure.
