Pacing the Frontier statement urges US action on AI research pace
More than 1,200 AI lab employees want US-led coordination on automated AI research, citing competitive pressure and cyber risks.

More than 1,200 employees at frontier AI companies have signed the Pacing the Frontier statement, calling on the US government to support an international effort to manage how quickly automated AI research advances. The request is aimed at a specific risk for the AI industry: labs say they may be nearing systems that can help automate research into stronger AI, while the tools to measure, restrain or coordinate that progress remain underdeveloped.
The statement, published at Pacing the Frontier, does not ask for a blanket halt to AI development. It argues for building technical and governance mechanisms that could allow companies and governments to slow development if frontier systems begin to move beyond their ability to understand or control them. Its central claim is that neither a single lab nor a single country can safely ease off alone because competitive pressure pushes each actor to keep going.
What is the Pacing the Frontier statement asking for?
The signatories want the US government to back an international initiative focused on deliberate pacing of frontier AI development, especially as automated research becomes more plausible. In practical terms, the statement calls for shared tools and rules that could make slowing down possible without requiring one company or country to take a unilateral competitive hit.
The list includes senior figures from several leading AI organizations. Anthropic CEO Dario Amodei signed, as did Anthropic co-founders Jared Kaplan, Jack Clark, Benjamin Mann and Chris Olah. OpenAI Chief Scientist Jakub Pachocki and Chief Research Officer Mark Chen are listed. Meta AI Chief Scientist Shengjia Zhao, Google DeepMind Chief Strategy Officer Jasjeet Sekhon, Anca Dragan of Google DeepMind, and Thinking Machines Chief Scientist John Schulman also signed. The nonprofits Guidelight AI Standards and Encode AI helped organize the effort.
The coalition should not be read as agreement on a specific regulatory design. Comments published alongside the statement show meaningful disagreement among signatories. OpenAI researcher Joshua Achiam wrote that he does not know what the relevant tools should look like and expressed concern that governance systems could become too broad or burdensome. Google’s Danny Sawyer said deliberate pacing could be difficult and might create harms of its own, but signed because planning in advance would be preferable to reacting after a crisis. Schulman wrote that he sees value in building shared recognition of the coordination problem and would prefer voluntary mechanisms from labs before government intervention.
Why are AI safety researchers focused on cyber risk?
Several signatories work in AI safety and security, including Dawn Song, listed as VP of AI Research at Meta and also known for academic work at the University of California, Berkeley on computer security and machine learning. Song pointed to evaluation projects called CyberGym and ExploitGym, which test whether frontier agents can find and exploit real software vulnerabilities. Her concern is that stronger autonomous agents could turn vulnerability discovery into a much faster and broader cyberattack capability without safeguards.
OpenAI has described one relevant incident involving Hugging Face. According to OpenAI, an internal evaluation of GPT-5.6 Sol and a more capable pre-release model with reduced refusals was run against ExploitGym. OpenAI said the models appeared focused on solving the benchmark, exploited a zero-day flaw in a cache proxy, escalated privileges to reach a node with internet access, and then inferred that Hugging Face might contain benchmark solutions.
That episode is being used by researchers as an early warning rather than as proof that international AI pacing can be made to work. The statement leaves open the hardest questions: which capabilities should trigger action, who would verify compliance, and how governments would prevent coordination from turning into either theater or a race by other means.
